The United Nations Research Institute for Social Development (UNRISD) is an autonomous research institute within the UN system that undertakes interdisciplinary research and policy analysis on the social dimensions of contemporary development issues. Through our work, we aim to ensure that social equity, inclusion and justice are central to development thinking, policy and practice. UNRISD seeks a senior consultant on the topic of methodologies aimed at mainstreaming the reduction of inequalities in the three key sectors: (a) just transitions to climate change; (b) social protection and social service provision; and (c) sustainable economic growth. Research by UNRISD and others have established that many inequalities are structurally embedded and shocks such as Covid-19 have widened fractures. Rising and systemic inequalities, climate change, environmental destruction and a pandemic pose profound questions for our societies and institutions. And it is indeed the case that these crises will call into question progress towards the 2030 Agenda for Sustainable Development as we approach the half-way point. UNRISD’s Bonn Programme has collaborated with the Global Policy, Governance, Cities Division of GIZ through its “Sector Project 2030 Agenda, Poverty and Inequalities” on the topic of reducing inequalities. The strategic thrust of UNRISD’s work, centered on inequalities, is to support progressive forces advocating for more inclusive, equitable and sustainable societies. To this end, the project will produce evidence-based knowledge and methodologies to address inequalities through development cooperation projects. Job Description The consultant will produce two deliverables: The consultant will develop guidance notes to mainstreaming inequalities analysis and policy considerations in three sectors: (a) just transitions to climate change; (b) social protection and social service provision; (c) sustainable economic growth. The aim is that by adopting a mainstreaming approach in decision making, planning processes as well as project implementation, methodologies and sectoral policies can be developed to systematically include considerations to reduce inequalities. Development cooperation projects often aim to reduce inequalities but sometimes lack practical tools, methodologies and case-study experiences. The consultant will develop a guidance note for projects to contribute to reducing inequalities including best practices from different development agencies. Reference materials from European Commission’s Directorate General for International Partnerships (INTPA) and others will be thoroughly consulted while preparing the guidance note. Number of words: 12,000 for deliverable 1 and 10,000 words deliverable 2. Language: English Functions Develop a set of methodologies aimed at mainstreaming the reduction of inequalities in the following sectors: (a) just transitions to climate change; (b) social protection and social service provision; and (c) sustainable economic growth. Develop a guidance note for projects to contribute to reducing inequalities including best practices from different development agencies. Delivery of written inputs; fact-checking; editorial, bibliographic, and formatting assistance as required. Provide regular updates to the UNRISD team. Competencies Professionalism: Demonstrate professional competence as a researcher in the field of inequalities analysis and policy making. Communication: Excellent English oral communication and writing skills. Ability to communicate effectively with different target audiences, in particular policy makers, regarding substantive issues. Teamwork: Work collaboratively with colleagues to achieve organizational and project goals. Build consensus for project objectives with colleagues. Leadership: Take intellectual leadership in substantive areas of work and demonstrate good management skills. Judgement/Decision making: Identify critical tools, methodologies and case-study experiences that could help development cooperation projects to reduce inequalities; develop appropriate methods and data analyses, drawing up policy recommendations, methodologies and guidelines in accordance with the norms and objectives of development cooperation. Integrity: Strive to judge evidence with maximal scrutiny, avoid misleading associations, and seek to produce outputs that are fully supported by evidence and sound methodologies. Education Postgraduate degree in social sciences desirably with a focus on development and/or public policy. Experience More than 10 years academic and professional experience in a field related to development cooperation. A proven publication record on the topic. Research/work experience in developing countries. Experience in communicating with policy-making audiences. Experience in the management and supervision of development projects. Languages Fluent English with proven writing and editing skills; ability to work in other UN languages desirable. Schedule of the work delivery The consultant will provide regular briefings for the UNRISD team with suggestions for quantitative evidence and data to support methodologies and guidance notes. The consultant will produce tables, figures, and graphs as well as other inputs based on regular discussions and final guidance provided by the UNRISD team. The consultant will make revisions in response to feedback received from UNRISD and external advisers. The consultant will provide a final draft of Deliverables 1 and 2 by end of March 2023. Terms and conditions Level of remuneration to be discussed with the candidate based on a proposed schedule of working days and outputs. Start date: December 2022. The consultant is responsible for ensuring compliance with all relevant tax obligations, social insurance contributions, and appropriate medical and accident insurance coverage for the full duration of employment. Performance Indicators The consultant will meet the timelines outlined in a mutually agreed and periodically updated schedule of work delivery. The consultant will participate in regular team meetings and take into account the guidance of the UNRISD team in the selection and visual design of empirical evidence and data. The outputs will respect academic standards regarding quality (e.g., fit for use, robustness, accuracy, consistency, and validity) of presented data and quantitative data-based analyses. The outputs will be of publishable quality and follow standards of accessibility and clarity. Note on data sources and copyright The consultant agrees to use data sources that are open access as far as possible (and to ask permission before considering purchasing non-open access data). The consultant applies the best possible standards in terms of quality of the data retrieved by prioritizing to the extent possible official data sources from governments and international organizations. The consultant informs UNRISD early on in case copyright permission for the use or reproduction of data or data visualization needs to be sought. The consultant confirms her/his understanding that the United Nations Research Institute for Social Development (UNRISD) will hold copyright to the contributions.
